The old grid around Main and College runs 1890s–1930s Victorian lots with detached alley garages and panels that predate central air; the south and east edge — Spring Lake, the newer Gibson and Pioneer tracts — gives flatter pads, smaller yards, and often an HOA with a CFD tax line. A unit behind a Spring Lake home is a different animal than one threaded behind a Cleveland Street bungalow on 100-amp service. So we start at your house with a free walk: our PM tapes the side gate, pops the panel, and checks the rear setback against your real fence line — killing questions that become an $11K change order in framing.

People mix this up because Woodland is the county seat, so they assume an ADU runs through Yolo County. It doesn't. Woodland is an incorporated city with its own Building Division on Court Street, so your permit, plan check, and inspections go through the city; the county counter only handles unincorporated farmland past the limits. Power is PG&E, so any new service or meter runs on their queue, which we file early. Water and sewer are the City of Woodland: under 750 sq ft, state law lets you ride the main home's connections and dodge a five-figure capacity charge, so we keep it there where it pencils; cross 750 and the city can want its own service.

Building an ADU in Woodland: what a local contractor knows about the Yolo County seat

Woodland is an old farm-and-cannery town that turned into a real housing market, and it doesn't build like the Sacramento suburbs across the causeway. It runs its own city building department even though it's the county seat, it's got the largest stretch of intact Victorian homes in the Central Valley under a protective historic overlay, PG&E power, expansive valley clay on the foundation side, and Cache Creek putting parts of town in a flood zone. We're a Sacramento design-build crew that's worked these lots and this counter. Here's the straight version.

Your Woodland ADU permit is the city's job

The single most common mistake people make about building in Woodland is jurisdiction, and it's an understandable one. Woodland is the seat of Yolo County. The county courthouse is downtown, the county administration offices are here, half the government parking lot has county plates. So the natural assumption is that an ADU permit runs through the county. It does not.

Woodland is an incorporated city with its own Community Development Department and Building Division, and your entire ADU — permit, plan check, inspections, utility sign-offs — lives at the city's building counter on Court Street, not at the county. Yolo County's building department only has authority over the unincorporated farmland and rural parcels past the city edge. If your house is on a city street with city water, you're a city project, period. That's mostly in your favor: a counter the size of Woodland's knows its own neighborhoods and historic blocks better than a county agency stretched across a big agricultural footprint can. We confirm the jurisdiction on the first visit so a set never lands on the wrong counter and burns two weeks before anyone reads it.
