Serrano and Bass Lake need different ADUs

El Dorado Hills isn't a flat suburb you can drop a stock plan onto. Serrano is gated and runs a design committee that reads rooflines and stucco colors like a hawk, Bass Lake and Marble Valley sit on newer hillside tracts with real slope, and off Green Valley Road the older Park Village and Governor's parcels run bigger and oak-studded with room for a freestanding unit. So we don't open with a floor plan; we open in your backyard, where our PM shoots grades, opens the panel, checks the EID tap and fire setbacks, and reads what your slope and HOA allow. A one-bedroom that pads nicely on a Bass Lake lot might need a stepped foundation two streets over.

The county, not a city

El Dorado County permits, out of Placerville

El Dorado Hills isn't an incorporated city, so there's no local permit counter on Town Center Boulevard. Your ADU gets reviewed by El Dorado County Planning and Building out of Placerville, 30 minutes east up Highway 50, and a clean ministerial set tends to come back in about 5 to 9 weeks. The county layers in what a valley city wouldn't: most of EDH falls in a high or very high fire hazard zone, triggering ignition-resistant construction and defensible space review, and the serpentine rock under parts of these hills can carry naturally occurring asbestos — a dust mitigation plan filed with the air district before grading. We carry county permits beside our Sacramento and Folsom jobs.

Real 2025-2026 numbers: a 600 sq ft one-bedroom detached ADU with mid-range finishes runs about $258K to $312K all-in here, above the valley floor because fire-rated assemblies and foothill grading cost more than flat dirt in Elk Grove. A 1,000 sq ft two-bedroom lands at $405K to $495K, and garage conversions come in lower at $152K to $215K. Two wildcards drive the rest: El Dorado Irrigation District water and sewer facility fees are some of the steepest around, so a unit needing its own connection carries several thousand in meter and capacity charges plus a wait; and real hillside slope may need a stepped or pier foundation and retaining that adds $9K to $22K. We price both against your parcel, so the proposal reflects your dirt.

We keep crews working EDH, Folsom, Cameron Park and Shingle Springs on overlapping schedules, so a job here never means a contractor who vanishes for a week; one superintendent stays from foundation to final county inspection. That footing pays off because EDH ADUs rent for strong money — a one-bedroom pulls roughly $2,100 to $2,500 a month, a two-bedroom $2,600 to $3,100, demand steady year-round from Town Center, the Folsom Lake shoreline and the Highway 50 commute. Built right it appraises around 60 to 80 percent of cost; built sloppy in a fire zone, you inherit a county code-enforcement file.

Building an ADU in El Dorado Hills: what a foothill, fire-zone build really takes

El Dorado Hills looks like a polished suburb, but it permits like the foothills it actually is. There's no city counter — your ADU goes to El Dorado County in Placerville. Most of the town sits in a fire hazard zone with ignition-resistant rules, some lots carry serpentine soils and naturally occurring asbestos, and EID's connection fees are no joke. We're a Sacramento design-build crew, and EDH is a 25-mile drive east we make most weeks. Here's the honest version of how a build goes.

Serrano committee vs. Green Valley Road lots

People treat El Dorado Hills like a single master-planned blob. It isn't. Serrano is the gated heart of it — large lots, manicured streets, and a design committee that scrutinizes exterior materials, roof pitch and color before anything gets built. Gorgeous to live in. Slower to get a freestanding structure through. The HOA, not the county, is often the long pole in a Serrano ADU.

Head north and the land changes. Bass Lake, Marble Valley and the newer tracts up that way sit on real hillside, on engineered pads with grade that an ADU foundation has to answer for. Stepped footings, retaining, drainage that respects the slope — that's the norm up there, not the exception. The view is the payoff; the engineering is the price.
