Building an ADU in Elk Grove: a straight-talk guide from a Sacramento contractor

Elk Grove is one of the busiest ADU markets in the Sacramento region, and also one of the most misunderstood. Half the homeowners who call us think the county handles their permit. It doesn't. The city runs its own show, the soil down south is fussier than people expect, and the pre-approved plan program everyone's excited about has a catch nobody mentions. Here's how we actually build here, lot by lot.

Elk Grove plan-checks ADUs in-house since 2000

The single most common mistake we see Elk Grove homeowners make is assuming their ADU goes through Sacramento County. It hasn't since 2000, when Elk Grove incorporated and stood up its own Building Division and Planning Division. Your plans go to the city, through the city's Filedrop submittal system, reviewed by city staff out of the Civic Center on Laguna Palms Drive. The county office downtown has nothing to do with it unless your parcel happens to fall in one of the unincorporated fringes.

Why does that distinction earn its own section? Because the two jurisdictions don't behave the same. The corrections a county plan checker writes are not the corrections an Elk Grove plan checker writes. The forms differ, the submittal mechanics differ, and the people differ. A contractor who only knows the county counter will fumble the first submission here, and every fumble is a week or three you don't get back.
