Deep Carmichael Colony backyards are the opportunity

Most of Carmichael got built between roughly 1952 and 1968: single-story ranch homes, attached two-car garages, quarter-acre lots that run deep behind the house. That backyard depth is what makes an ADU work here, since you usually have room for a real detached unit with its own yard instead of a 320 sq ft box wedged against the fence. What you don't always have is a clean shot at it — the older neighborhoods are thick with mature valley oaks, and plenty sit right where you'd want a foundation. So before we draw anything we walk the lot for free, find the drip lines, pop the panel cover, and check setbacks and access to see where a 600-ish sq ft detached, attached, or garage-conversion unit actually fits without fighting a protected tree. Every floor plan is built to your real backyard, never a catalog template, and that walk happens before you sign.

Here's the honest part. Sacramento County protects native oaks, and Carmichael is thick with them. If a valley oak on your lot is six inches or more across the trunk, you can't just remove it or build under its drip line without the county's tree review, which can add weeks, an arborist report, and sometimes a replanting requirement or in-lieu fee. We've seen it surprise people late, after they were already attached to a site plan, so we map every tree's drip lines before the site plan is finalized and shape the unit to stay clear wherever the lot allows. When a tree genuinely can't be avoided we coordinate the arborist report early and write the county oak-review timeline and fees straight into the proposal — never hidden. It's slower than a bare lot in Natomas, but it's also why so many Carmichael backyards feel like real neighborhoods instead of parking lots.

No Carmichael city hall — the county permits it

Carmichael is unincorporated. There's no City of Carmichael, so your permit runs through Sacramento County's Building Permits & Inspection Division and zoning goes through county Planning. State ADU law took the discretionary review out of it, meaning a clean, code-compliant set has to be approved; the catch is the county's plan-check queue moves at its own pace, and a sloppy first submission means three correction cycles and a lost season. We prepare the whole set in-house — site plan, floor plan, elevations, structural, Title-24, MEP, plus arborist documentation when a tree's in play — with no outside drafting handoff, then submit through the county's online portal. Every correction cycle is handled by the person who drew the plans, so submitted clean, first review usually comes back in about 5 to 7 weeks. We keep permits open at once in Carmichael, Fair Oaks, Orangevale and Citrus Heights, same county and same staff, so we know how they read a drawing.

Per-square-foot numbers floating around the internet are close to useless, so here's a real Carmichael range instead. A 612 sq ft one-bedroom detached unit with mid-range finishes runs roughly $238K to $292K all-in, and a 1,150 sq ft two-bedroom with upgraded finishes lands around $379K to $458K — a fixed price with itemized scope and no padded change orders. The two things that move that number most are whether your 1960s electrical panel can carry a second dwelling, which is why we run a panel-capacity check during design before it becomes a surprise (an upgrade adds about $4K to $9K), and whether an oak forces a foundation rethink. On the income side, a one-bed rents around $1,750 to $2,150 a month in 2025, and a two-bed pushes past $2,500 close to the American River and Ancil Hoffman side. Plenty of our clients build for an aging parent first and treat the rental math as backup; financing through approved lenders is available if you want it.

Building an ADU in Carmichael: a Sacramento contractor's field guide

Carmichael is one of our favorite places in the county to build, and one of the most misunderstood by out-of-area contractors. Generous lots, consistent housing stock, oaks everywhere. Get the tree review and the county permit right and the rest goes smoothly. Get them wrong and you lose a season. Here's how we build an ADU here, neighborhood by neighborhood.

No City of Carmichael — the county runs permits

First thing to understand about building anything in Carmichael: there is no City of Carmichael. It's an unincorporated community, which means every permit, every zoning question, and every inspection runs through Sacramento County, not a local city hall. People who've built in Roseville or Folsom expect a city counter and a city planner. In Carmichael that's the county's Building Permits & Inspection Division and the county Planning department instead.

That distinction matters more than it sounds. County review staff cover a huge area — Carmichael, Fair Oaks, Orangevale, Antelope, North Highlands and a dozen other communities all flow through the same queue. The upside is consistency: the same plan-check standards apply everywhere, and once you know how a county reviewer reads a set, you know it for every one of those towns. The downside is volume. When the queue backs up, it backs up for everyone, with no smaller city office to route around.
