Most of Orangevale was platted as half-acre and quarter-acre horse parcels, and that history is your advantage now. Off Pershing we're standing in a backyard with room for a 600–800 sq ft detached unit, a driveway, and a lawn left over. We've walked dozens of these lots, from central Orangevale near Main and Oak Avenue to the bigger AR-zoned parcels up toward Sweetwater Creek and Folsom Lake, and the pattern repeats: a deep lot, mature valley oaks the county won't let you cut, a 1960s–70s ranch up front. The space is there; the trick is placing the ADU so the oaks, setbacks, and septic field coexist — which is what we read on a free site walk before you sign.

Septic & water — the honest part

East of Hazel, septic rewrites the budget

Here's the caveat nobody on the glossy ADU sites mentions. Big chunks of Orangevale are on septic, not sewer, especially the older rural parcels east of Hazel and near the lake, so adding bedrooms means Sacramento County's Environmental Management Department has to confirm the system can carry the load — evaluated in pre-design, not discovered mid-build. Sometimes it can; sometimes it's a leach-field expansion or new system at $20K–$45K. Water's a quirk too, since much of town runs on Orange Vale Water Company rather than SCWA, with its own meter timeline. On the first visit our PM locates your septic field, checks which utility you're on, and gives you an honest go/no-go and the real number before any contract.

Permitting through the county

Orangevale permits run through the county

Orangevale is unincorporated, so there's no city hall of its own — every filing is handled with Sacramento County's building division on Goldenland Court, and the septic piece routes through EMD. State ADU law made the building review ministerial, so the county must approve a code-compliant set instead of a discretionary hearing. The slow part now is plan-check throughput when the queue is deep. So we draw a complete set in-house the first time — site plan with trees, structural, Title-24, full MEP, plus the septic and water paperwork — and the same person answers the corrections. We also front the permit fees, so no surprise invoices land. Clean submissions come back in about 5–7 weeks; incomplete sets drag past four months.

Building an ADU in Orangevale: what the big lots, the septic systems, and the county actually require

Orangevale is one of the best ADU markets in the whole Sacramento region, and almost nobody talks about why. It comes down to land. The lots here are large, the zoning is generous, and a detached second home fits where it simply wouldn't in a denser part of the city. But the same rural roots that give you all that space also bring septic systems, well water in pockets, and protected oaks into the conversation. This is the practical guide we wish every Orangevale homeowner had before their first contractor call.

Orangevale's big lots give you room to design

Drive through Orangevale and the lot sizes jump out at you. Much of the community was subdivided into half-acre and quarter-acre parcels in an era when keeping a horse or a big vegetable garden behind the house was the whole point of moving out here. Decades later, that legacy is quietly one of the strongest ADU setups in the county. A detached unit needs a buildable footprint plus separation from the main house plus access. In a lot of Sacramento, you're squeezing those three things into a narrow infill lot. In Orangevale, they fit comfortably.

What that means in practice: real design freedom. We can give a parent their own front door and a private patio that doesn't stare into your kitchen window, run a separate driveway so a tenant never crosses your space, and orient the unit to catch morning light and dodge the afternoon heat that bakes this part of the valley all summer. None of that is possible when the building is jammed into the only six feet of yard you've got.
