You used to have to find room elsewhere on the lot for the spaces the garage provided. Out here on semi-rural parcels that was rarely the hardship it was in town — but the rule's gone either way. You can convert the garage into a dwelling and not rebuild the parking it replaced. There are still siting and setback rules that apply to the conversion itself, and the fire-zone clearance rules around the unit, but the parking-replacement hurdle specifically is off the table.
Often it's close, and we measure it before anything else. Habitable rooms need a minimum ceiling height — generally 7 feet — and plenty of foothill garages clear that fine, but some don't once you account for the new insulated ceiling assembly and any floor build-up over the slab. If we're raising the floor to kill that old drainage slope, we lose a little headroom; if we're adding ceiling insulation to hit Title-24, we lose a little more. We shoot the existing height on the first visit and run the math both ways. If it's tight, we tell you straight. Finding out at framing is the wrong time to learn the ceiling is an inch short.
El Dorado County. Shingle Springs is unincorporated, so there's no city hall — your conversion permit, plan check, and inspections all run through the County. It's a small, rural building department and the process tends to move slower than a big-city counter, so we build that pace into the schedule instead of pretending it'll be quick. One El Dorado County quirk worth knowing early: they want the Title-24 energy compliance signed off before the slab pour, not after, which catches people who are used to other counties. We confirm the County's current submittal requirements on your specific parcel before any drawing starts.

But it's real cost and real detailing, so we measure the setbacks and check the lot lines on the first visit rather than letting it surface at El Dorado County plan check. On big rural parcels there's often room to avoid the issue entirely.
PG&E. Not SMUD. SMUD covers Sacramento and stops well short of the foothills, so out in Shingle Springs the electrical for your converted unit runs through PG&E. A garage usually has only basic power, so a conversion typically means a new sub-panel or service for the dwelling, and if your main panel is near capacity you may need an upgrade before the unit can be energized. There's also water, sewer or septic, and gas to bring into a space that never had them. On rural parcels a utility trench can hit rock too. We map the runs from the existing garage on the site visit and engage PG&E early so the meter isn't the last thing holding up sign-off.
It does, and it's the first thing we check on a rural Shingle Springs parcel. A lot of properties out here run on a private septic system and a private well rather than municipal services, and adding a dwelling adds load to both. The County will want the existing septic evaluated for the extra bedroom and the added wastewater — sometimes the existing tank and leach field handle it, sometimes they need expansion or an upgrade. The well needs to show it can supply the added demand. None of this kills a conversion, but it's real evaluation and possible cost that an in-town garage swap never touches. We flag it on the first visit so it doesn't ambush the budget later.
I'll give a range, then tell you why it bends. A straightforward conversion of an existing attached garage into a roughly 400 to 500 sq ft studio or one-bedroom generally lands around $135K to $225K all-in for 2025-2026 — design, El Dorado County permits, the slab and envelope work, utilities, and finishes included. A detached garage, a larger unit, or heavy slab work pushes higher. Four foothill wildcards bend that number: whether the slab needs a new pour or underpinning, whether granite turns slab and trench work into rock excavation, whether the fire zone triggers Chapter 7A, and whether the septic and well need work for the added load. We won't quote those blind — we core the slab, probe for rock, check the fire map and the septic, then write a fixed price.
