That's why it lands under a ground-up unit nearly every time — and in San Francisco that gap is enormous, because land here is some of the priciest in the country and a detached unit routinely runs $400K to $750K and up. Most SF conversions live or die on the floor. A garage slab was poured to hold a car — four inches thick, no rebar, shallow perimeter footings, sloped an inch toward where the door used to be. Fine for a Subaru. Wrong for a bedroom. For habitable use that usually means underpinning the existing footings or pouring a new reinforced slab sized to an engineer's call. San Francisco stacks two more things on top. Seismic, first — you're near the San Andreas and Hayward systems, so a dwelling gets designed for ground that moves. And many flats sit on the soft fill of the Marina, SoMa, and the Mission, where liquefaction is a real design input, not a footnote. That swings the budget harder than anything else, so we core-test the slab before we quote a number.

A garage turns livable through a short list of moves, and the loud one is the door opening. That wide hole gets framed into a real wall — usually a window or two plus the unit's new entry door, which is where most of the street appeal comes from. Then the parts you can't see. Insulation packed into walls and a ceiling never built to hold heat. A code-sized egress window in every sleeping room. Ceiling height, which has to clear the habitable minimum — and the older flats in the Mission and the Excelsior were built low, right at the 7-foot edge, so we sometimes lower the slab or re-floor to win the inches. California also leans hard toward all-electric and solar-ready under CALGreen, so the equipment specs run stricter than a 1920s garage ever saw. Skip one step and the DBI inspector sends you home.

The San Francisco rules that matter
Four San Francisco things shape a conversion. First, the permit: SF is its own combined City and County, so it runs through SF Planning plus DBI — among the slowest, strictest, most expensive counters anywhere, with discretionary review and historic scrutiny on the Victorian and Edwardian flats. Second, seismic — you're near the San Andreas, and a soft-story building with parking tucked under living space often needs a retrofit before or alongside the unit. Third, setbacks and fire — a detached garage near the lot line, common on the deep narrow lots in Bernal Heights and Glen Park, can trigger a one-hour fire-rated wall. Fourth, parking: California dropped the rule forcing you to replace the spaces a conversion gives up. Power is PG&E. We check every one against your parcel before a sheet gets drawn.

A detached unit here commonly runs $400K to $750K or more — you're paying for a whole new foundation, roof, and shell on some of the most expensive dirt in the country, and most SF lots barely have room for a detached build anyway. A conversion reuses the walls, roof, and footings already standing, so you skip the two biggest line items of a ground-up job. A clean ground-floor garage conversion often lands well under half of a comparable detached unit. The honest caveat: the savings ride on the existing structure cooperating. If the slab has to come out for underpinning, the building needs a soft-story retrofit, or the ceiling needs raising for height, the gap narrows. We core the slab and check the framing before quoting, so you know which version you're buying.
Fair question, and I'll be straight. We're a Sacramento design-build crew, roughly 90 minutes to two hours from the city, and we extend west for owners who want our craftsmanship and the value that comes with it, or for projects big enough to justify the drive. Bay Area ADU economics are a different planet — detached units running $400K to $750K, rents far above Sacramento — so the math on bringing in a contractor who builds tight and prices honest still works in your favor. We're not the right call for a tiny scope a local handyman would handle. For a real permitted conversion where the foundation, the soft-story seismic detailing, and the SF Planning and DBI review actually matter, the drive is a rounding error against what gets built.
They're the same thing here, which actually simplifies one part and complicates another. San Francisco is a consolidated City and County, so there's no separate county building department to deal with — every permit goes through the city, specifically SF Planning for the land-use side and DBI, the Department of Building Inspection, for the building side. The flip side is that this is one of the slowest, strictest, most expensive permit processes in the state. Discretionary review can pull a project into hearings, and the historic-resource folks look hard at the Victorian and Edwardian flats. ADU review is largely ministerial under California law — meet the code and objective standards and it should issue — but the counter still moves slow with high fees. We confirm the path and pull your parcel before any sheet gets drawn.
No. California changed the law specifically so that converting a garage into an ADU does not require replacing the off-street parking you give up. Before that, an SF homeowner often had to find a new spot for a car — close to impossible on the deep narrow lots in the Sunset, the Richmond, and Bernal Heights, where street parking is already a blood sport and there's no yard to pour a pad. That requirement is gone for conversions. It matters because losing your one garage spot in San Francisco used to be a dealbreaker; now the trade is simply a unit instead of a parking space, with no obligation to recreate the space elsewhere. It's one of the bigger reasons the ground-floor garage conversion is the most common ADU type in the city.
Often, yes — and it's worth understanding why. A soft-story building is one with a weak ground floor, classic in SF where the garage and parking sit under living space and the front is mostly a wide door opening with little wall to brace it. In an earthquake that floor can fold. San Francisco has mandated soft-story retrofits for many multi-unit buildings already, and converting that ground-floor garage into a dwelling is the natural moment to do the structural work, since you're opening the walls anyway. Closing the garage door opening helps — that wide hole always weakened the front, and the new wall adds shear. You're near the San Andreas, so this is real engineering, not a formality. We assess the soft-story condition on the first visit so the retrofit, if your building needs one, is in the plans from the start.

If the slab and footings check out, we level a finish floor over the top and move on. If they don't, the fix is underpinning or a new reinforced slab sized to the engineer's call. That's the single biggest swing in an SF conversion budget, which is why we test the floor on the first visit.
It becomes a wall. That wide opening gets framed in, insulated, and finished, and we almost always set a window or two plus the unit's new front door into it — that's the move where a converted garage stops looking like a garage and starts reading as a home. On a narrow Sunset or Richmond lot we'll place the entry and windows to pull in what light the street gives without staring straight at the neighbor's stairs. Closing the opening also lets us add the shear bracing the original car-door header never had, which matters double in San Francisco because that wide front is exactly the soft-story weakness the seismic engineering wants strengthened anyway. So the most visible change is doing structural work behind the scenes.
Habitable rooms have a minimum ceiling height, and some older SF garages sit right at the edge of it. A number of the ground-floor garages in the Mission, the Excelsior, and the older parts of the city were built low, right at the 7-foot line. If yours clears the minimum, good — we insulate and keep moving. If it's under, the usual fixes are lowering the slab to gain headroom or reworking the floor structure, both real costs but solvable ones. The newer flats out in the western Sunset tracts more often clear it without trouble. We measure clear ceiling height on the first walkthrough, because it's the kind of thing that quietly turns a simple conversion into a bigger job — and you deserve to know that before you sign, not at framing.
It might. Plenty of San Francisco lots are deep and narrow, and a detached garage at the rear often sits close to a side or rear property line — common in Bernal Heights, Glen Park, and the older parts of the Excelsior. When a wall sits within a certain distance of that line, the building code requires a one-hour fire-rated assembly on that side, with limits on how much window you can put in it. It's standard, not a dealbreaker, but it changes the wall build and sometimes the window plan you had in mind. We measure the actual setback from the garage walls to the property lines on the first visit, so the fire-rated assembly — if your lot needs one — lands on the drawings instead of coming back as a correction during DBI plan check.
A garage conversion is generally the fastest ADU type because the shell already stands — but San Francisco's permitting stretches the front end. Plan on roughly 14 to 22 weeks of pre-construction: design, the soil and seismic engineering, any soft-story work, and SF Planning plus DBI review, which runs slower than almost any counter in the state and can hit discretionary review or historic scrutiny on the older flats. Then about 4 to 6 weeks of on-site work for a straightforward conversion where the foundation is contained. If the slab comes out, a soft-story retrofit pairs in, or a tight rear setback adds a fire-rated wall, allow more. Against a detached unit that runs ten to fourteen months at SF prices, a clean conversion is still the quick win. We build the schedule around the city's review pace, since that's the part neither of us controls.

There's a second reason conversions make sense here: the rent. Home and rental prices sit near the very top of the country, and demand for any livable second unit is fierce. A converted garage rents at numbers that would read like a typo in Sacramento, which is why the math holds even after serious foundation work. A conversion isn't automatically right — a tired garage, one too low for ceiling height, or a slab that has to come out all shrink the savings. But on a narrow SF lot, the garage is usually the answer the lot gives you.
