That's the appeal in one sentence. The catch — and there's always a catch — is that you inherit whatever the original builder did in 1948, slab included.

The slab is the real question

What's under your old garage floor

Here's where most garage conversions live or die. A garage slab was poured to park a car, not to hold up a heated, occupied dwelling. Half the ones I've walked in Curtis Park and Colonial Heights have no real footing depth at the perimeter, sit four inches thick with no rebar, or slope an inch and a half toward where the old door used to be so rain ran out. For habitable use that often means underpinning the perimeter, cutting in new footings, or pouring a fresh slab over the top. It's the line item that swings a conversion budget the most. A garage becomes livable through a handful of specific moves, and the big visible one is the garage door opening. That wide hole gets framed into a real wall — usually with a window or two and the unit's new entry door, which is where a lot of the curb appeal comes from. Then the parts you can't see: insulation packed into walls and roof that were never meant to hold heat, a bedroom egress window sized to code, and ceiling height. Older Tahoe Park and Land Park garages sometimes sit right at the 7-foot edge, and if the structure's too low we either raise it or re-roof. Each of these is routine. Skipping any one of them fails inspection.

Sacramento rules for a conversion

Three Sacramento-specific things decide a conversion. First, jurisdiction: addresses inside the city go through the City of Sacramento, unincorporated pockets through the County, and the two counters don't behave alike. Second, parking — California removed the requirement to replace the parking spots you lose by converting a garage, so you no longer have to carve a new pad out of the front yard. That single change made thousands of these pencil. Third, fire walls: a detached garage sitting tight to the property line, common on alley-loaded Midtown and East Sacramento lots, can trigger one-hour fire-rated wall assemblies on the near side. Power runs through SMUD here, not PG&E. We confirm all of it against your parcel up front.
