We're a Sacramento design-build contractor, and Fremont sits about 75 minutes south of our home base — call it a two-hour drive once Bay Area traffic stops pretending. We extend out here for owners who want our craftsmanship and our pricing over a local Bay Area quote, and for projects big enough to earn the road. A conversion is on the smaller end, so straight talk: if it's a clean, simple garage and the lowest possible price is the whole goal, a Fremont-local builder might pencil out tighter once you back out our travel. Where we earn the drive is the conversion that turns structural — a new slab, seismic foundation work near the Hayward Fault, a steep Mission San Jose lot — because that's exactly the kind of job a fixed-price design-build crew handles cleanly.
Usually, yes — and in Bay Area dollars the savings are worth chasing. You already own the slab, the walls, and the roof, which are the priciest pieces of any build. A conversion reuses all three, so it commonly lands well below a detached unit of the same size. Out here a detached ADU often runs $400K to $750K and up; a conversion can come in meaningfully under that. The word "usually" earns its keep, though. A garage was never built to be lived in, and Fremont adds wrinkles a flat inland lot doesn't: a slab reworked for seismic and bay clay, fire-rated walls if the garage hugs a line, slow city review. We'll often place the bedroom egress window in that new wall. On a Fremont conversion the design of that street-facing wall is worth getting right for the neighborhood — a mid-century ranch tract in Centerville reads very differently from the older homes around Niles, and we draw it to fit, not fight.
Maybe — it depends on how close the garage sits to the property line. When a structure is within a certain distance of the line, the code requires fire-rated wall assemblies on the sides facing the neighbor, to slow fire spread between properties. A detached garage tucked near a side or rear line is the classic trigger. Fremont lots run wider than the inner Bay Area, so this comes up less often here than in San Francisco — but on older Irvington and Niles parcels where the garage hugs a line, it's real. That rating adds materials and labor to those specific walls. It's not a dealbreaker, but it's cost you want in the number from the start, not discovered mid-build. We measure the setbacks on the first visit and tell you exactly which walls, if any, need the rated assembly.

Fremont is its own incorporated city, so your conversion permit, plan check, and inspections all run through the city's building and planning departments — not Alameda County. One counter. The catch is the Bay Area catch: the city is ADU-friendly in written policy but slower and pricier at the counter than an inland owner expects. Fees run high, and if your property sits in the Alquist-Priolo fault zone near the Mission hills, you can pick up added geotechnical review on top. A conversion of an existing structure can be a cleaner path through review than a ground-up build, but only if the package is complete. We confirm zoning, fault-zone status, and the structural picture on the first visit so the submittal is built for Fremont from day one.
Often yes — the hills just change the engineering. Mission San Jose and the slopes behind it are where Fremont lots steepen, and that brings two things into play: grading and drainage on a pitched site, and the Alquist-Priolo fault zone mapped along the hill base. A garage on a sloped lot may have a stepped or daylighting foundation that complicates the slab work, and a property inside the fault zone can require a geotechnical study before anyone draws a foundation. A garage conversion takes a structure you already own — an attached or detached garage — and turns it into a permitted, legal dwelling. The footprint exists. The walls exist. The roof exists.
