The slab problem

That Old Slab Usually Needs Work

Here's the part nobody mentions on the cheap quotes. A garage slab is typically un-rated, sits on shallow footings, and slopes down toward where the door used to be — it was built to drain a wet car, not to hold a heated, framed, occupied room. For habitable use we almost always either underpin the existing footings or pour a new slab with proper footings, vapor barrier, and a level finish floor. In Westlake's hillside tract homes — many on stepped or downhill foundations — that grade difference can be six inches across the room. We measure it, price it honestly, and tell you before you sign, not after we've opened the floor.

The Garage Door Becomes a Wall

The big opening where the garage door rolled up turns into a real exterior wall — framed, insulated, sheathed, and usually fitted with windows so the unit doesn't feel like a cave. That wall has to do several jobs at once. It carries the egress window or door you need to legally call a room a bedroom. It holds the insulation that a garage never had. And on the coast here, it's where flashing and ventilation detailing earn their keep, because Daly City fog drives moisture into anything you detail lazily. We also raise or rework ceilings when the existing height misses the habitable-room minimum. Small details, big difference in whether it passes.

Permits and faults

City Permits, PG&E, and the Fault

Permits run through the City of Daly City, and I'll be straight — Bay Area permitting is slower and pricier than what we see at home in Sacramento. Power is PG&E, and a habitable conversion means a real electrical plan, often a panel upgrade, plus heat, plumbing, and proper ventilation. Then there's the thing on the map: the San Andreas Fault runs right along the west edge of town — the lake sits in the fault valley — so seismic design and Alquist-Priolo fault-zone setbacks are genuine inputs, not paperwork.
